200 countries and how many specifications for passport photos

So much globalisation
Still no agreement on the size and specifications for passport and visa photos.  One country asks for 3.5 x 4.5 cm another one for 3.5 x 3.5 cm third one asking for 2 inch by 2 inch.
One asking for white background,  another one asking for red background.
Can't they agree for one size and one specification.

UN needs to do something about it.
