Handling disruption in Parliament II

It is unfortunate to witness the unruly behaviour by our elected leaders in Parliament. The trend of disrupting the proceedings of the house started in last Lok Sabha. BJP spearheaded it. In the current Lok Sabha,  Congress has also taken to the same set of tactics. Initially Rajya Sabha acted a bit maturely,  but now even Rajya Sabha members have not adhered to dignified conduct.

My suggestion is as follows:

The disruption of Rajya Sabha and Lok Sabha can be handled by confining members who are disrupting the proceedings, to an  adjacent room from where they can watch the proceedings through close circuit TV and can participate by requesting the Speaker or Rajya Sabha Chairman and after her or his permission, their mike is switched on. Speaker should have this power.
